What it does

Budget reconciliation package pairing a debt-limit increase with partisan tax, spending, and policy riders advanced under majority-only procedures.

Why it matters

Reconciliation lets one chamber majority rewrite large slices of fiscal policy without a 60-vote Senate cloture threshold. So the bill becomes the vehicle for policy that could not survive regular order.

Progressive take

Receipts: Public Law 119-21 is the majority's signature fiscal rewrite. Watch the tax distribution tables, Medicaid/SNAP riders, and debt-limit timing, not the branding. Reconciliation is a process cheat code, not a mandate for every rider stuffed inside.
