What it does

Budget reconciliation package pairing a debt-limit increase with partisan tax, spending, and policy riders advanced under majority-only procedures.

Why it matters

Reconciliation lets one chamber majority rewrite large slices of fiscal policy without a 60-vote Senate cloture threshold. So the bill becomes the vehicle for policy that could not survive regular order.
