NATO's Article 5 has only been invoked once — for the United States after 9/11. European allies increased defense spending after Russia invaded Ukraine, and U.S. troop deployments in Europe are a fraction of Cold War levels. Calling allies deadbeats while taking their intelligence support and basing rights is negotiation theater, not strategy.
