Puerto Ricans have been U.S. citizens since 1917 — they serve in the military and pay federal taxes without full congressional representation. Status referendums have repeatedly shown majority support for statehood. Denying representation to 3 million citizens because of language or culture is the same colonial logic Congress used against every territory that eventually became a state. Democracy means votes that count.
